The NWRC provides staff support to the Boundary Review Board (BRB) for Whatcom County. This activity is fully funded by Whatcom County. The BRB is a quasi-judicial board that reviews boundary changes, such as annexations. It is composed of five members; two appointed by the Governor, one by Whatcom County mayors, one by the County Appointing Authority, and one by the Board itself from nominations submitted by special purpose districts.
